Course Description
The course introduces candidates to the concepts of public policy analysis, like collective action, political efficacy and transparency, as well as, tools useful for evaluating policy impact and effectiveness. The candidates can understand the tradeoffs involved in the design of policies and institution, besides, the impacts of public administration reforms on efficiency, accountability and transparency.
Intended Learning Outcomes
CILO-1: Identify key points of the related concepts of public policy analysis.
CILO-2: Summarize the cutting edge theories and practices in public policy analysis, and critically evaluate and analyze public policies.
CILO-3: Apply causal inference methods to analyze public policies in various contexts, including Macao, Hong Kong, mainland China and beyond.
CILO-4: Discuss opportunities for new ways of implementing public policy systems and improving policy quality.
CILO-5: Discuss the tradeoffs involved in the design of policies and institutions, and evaluate the impact of public administration reforms on efficiency, accountability, and transparency.
