Course Description
This course focuses especially on the commercial operation of casino games of chance (table games and slot machines) as regulated in the Macau SAR, the world’s largest gaming jurisdiction. The course has an interdisciplinary nature and covers especially the history of gaming in Macau and various issues of administrative and tax law, contract law and criminal law. The course includes a detailed study of the regulation of gaming concessions and of gaming promoters. It also features a comparative element, by which the Macau system will be contrasted with the regulation of gaming in the two main jurisdictions in gaming other than Macau, which are Nevada and Singapore.
Intended Learning Outcomes
CILO-1: Students will be able to acquire substantive gaming law sufficient to approach its main public law and private law perspectives, goals and regulatory objectives, and to identify gaming contracts, especially its elements and the different typologies of gaming.
CILO-2: Students will be able to master the basic premises of administrative regulation of gaming, especially how it has evolved, how it is currently structured, what are the main goals that regulators try to achieve.
CILO-3: Students will be able to identify the values, situations and legal interests that are highly regarded by the legislator and therefore can entail criminal liability: the legality of gaming, the payment of taxes due, the fairness of the games, the protection of players, and other key values.
CILO-4: Students will be able to apply the administrative regulation of gaming in a range of specialized or technical issues, including the requirements of suitability, financial capacity, gaming venues, table games and slot machines, gaming promoters, credit for gaming, and other matters.
