1.Concept and nature of Public International Law.
2. Relationship between International and Domestic Law.
3. Sources of Public International Law: treaties and customary norms.
4. International Legal Personality.
5. The State: elements of the State, the recognition of State, succession of states, rights and duties of the State. 6. International Organizations: definition and types. The United Nations.
7. Diplomatic and Consular relations Law.
8. The pacific resolution of the international conflicts.
9. Individuals in Public International Law.
10.Application of Public International Law to Macao.
Intended Learning Outcomes
CILO-1: Students will be able to obtain basic, general knowledge in International law and be prepared for careers which require expertise on the function of the international system and its impact and relevance to the national system.
CILO-2: Students will be able to identify basic, general knowledge of the sources of international law (treaties and customary international law), subjects of international law (identifying rights and obligations of States, International Organizations (IOs), Nongovernmental Organizations (NGOs), individuals), the institutional framework (United Nations (UN), World Trade Organization (WTO), regional agencies, etc.) and dispute resolution framework (courts, arbitration tribunals, conciliation, as well use of sanctions and force).
CILO-3: Students will be able to describe contemporary real world issues such as: how the rule of law is upheld at the international level, processes such as 'internationalization of national law' and 'constitutionalization of international law', whether it is appropriate to use military force in international relations, how human rights developed in the international order, whether it is possible to pursue state accountability for private acts of individuals, what are the main challenges in the international system in regard to contemporary global governance issues such as those of climate change, environmental protection and sustainable development, trade and non-trade values within the WTO, how arbitration tribunals and international courts settle international legal disputes, and how the Macao SAR legal system deals with international law.
