Course Description
This course begins with a brief review of the development in public administration theories and provides a comprehensive coverage of relevant theories and concepts including: organizational management, personnel systems, public policy and finance, performance assessment, ethics, civil service reforms, and public sector development. The course examines the actual applications of the theories and concepts in Macao, Hong Kong and other governments and encourages students to analyze their effects and consequences. Emphasis will be placed on studying East Asia summits, international forums, and Asia-Europe meetings.
Intended Learning Outcomes
CILO-1: Identify the main points and assumptions of the major theories and content of public administration.
CILO-2: Discuss the functions of public administration, such as decision making, accountability, and performance evaluation etc. in the public sector.
CILO-3: Analyze and critique the complexity of public administration in terms of mixes of values, interests, competing orientations, and other factors, and the effect of policies from various theoretic perspectives.
CILO-4: Apply different policy tools to examine the current public policies and public affairs in the local and international context.
CILO-5: Write policy briefs and develop public presentation skills via class activities such as case discussion, simulation, and forum debate.
