Course Description
This senior level course traces development in the field of public administration based on a comparative approach in studying administrative reforms in Asian societies, such as Singapore, Hong Kong, Macao and China (at least two of these states). It takes into account the paradigmatic shift in the discipline in view of the challenges posed by the 'new public management (NPM) paradigm' since the 1980s. In assessing public administration reform outcomes, this course encourages students to explore viable alternatives or approaches (e.g. neo-Weberian school, governance, participatory and networks) in tackling reform problems pertaining to the implementation of NPM in Asian states.
