This is a survey course on the structure and operation of public administration and the body of norms that govern it (constitution and the laws) as well as those emanated therefrom (such as regulations, orders, and directions, etc.) It further examines the nature of administrative act and the principles of its legality and rationality. Finally, the remedies for administrative actions will be analyzed.
Intended Learning Outcomes
CILO-1: Explain the key characteristics of Macao legal and judicial system and illustrate the intrinsic link with public administration.
CILO-2: Recognize various facets of public administration in Macao and demonstrate how administrative law governs its structure, legal personality, competences and functions.
CILO-3: Describe the regulatory powers of the public administration and explain the nature of administrative regulations and Executive orders.
CILO-4: Distinguish administrative acts of the public administration and identify the significance of relevant administrative procedures.
CILO-5: Categorize contracts concluded by the public administration and appraise the role of judicial and administrative review of its distinct activities to provide administrative justice.
