This course examines the legal, institutional, and functional interrelationships between the legislative, executive, and judicial branches of the Macao government, and the operation of the government bureaucracy. Topics include: finance and budgeting in the public sector; the policy-making process; roles of the press and interest groups; and current civil service practices and problems occurring in the civil service.

CILO-1: Identify the organizational structure of Macao government. CILO-2: Identify key points in evolution and the development of Macao civil service. CILO-3: Discuss the key points of the function and operation of various departments of Macao government. CILO-4: Evaluate and explain major issues and problems of Macao bureaucracy.
