Course Description
This course examines the structure and design of public sector organizations. Topics include work specialization, departmentalization, chain of command, span of control, centralization and decentralization, formalization, mechanistic and organic organizations, bureaucracy, systems theory, boundary scanning, and learning organizations.
Intended Learning Outcomes
CILO-1: Describe the whole process of the organization design, including differentiation, formalization and centralization.
CILO-2: Summarize and discuss the core organizational theories in public administration and their evolution.
CILO-3: Analyze and explain the organizational design process in Macao, Hong Kong, and Mainland China, informed by relevant concepts and theories.
CILO-4: Evaluate cases and issues in the real world of public sectors and provide reasonable policy suggestions.
